Because the construction of oil refinery with the greatest possible depth of oil refining in case of release of a complete range of motor fuels and petrochemical high-quality products requires grandiose capital investments, it is performed by technological queues. Each technological queue implies the organization of the finished production cycle of oil refining and shipment to consumers of a certain set of oil products of the quality objective. Installation: ELOU AT-2 with the block of stabilization of gasolines.

Initial performance on raw materials: 2.5 million tons per year.

Performance on raw materials after rearmament (2012): 3.3 million tons per year.

Total capacity of plant (ELOU AT-1 + ELOU AT-2): 4.0 million tons per year.

Conversion depth: 55%.

Commodity and raw park: 120 000 m3 (total amount of 172 000 m3).

The site of finished goods with two bilateral platforms of railway filling on 71 tanks.

Capacity of oil transportation on trunk oil pipelines of JSC Transneft – 1.7 million tons per year.


Considering scale of tasks of the III technological queue, its construction is performed in several stages, first of which the second is complete in January, 2014, and - in October, 2015.


Installation: ELOU AT-3.

Initial performance on raw materials: 3.7 million tons per year.

Total installed capacity of the plant: 7.74 million tons per year.

Conversion depth: 55%.

Commodity and raw park: 140 000 m3 (the reservoir park of commodity diesel fuel – 80 000 m3; the reservoir park of crude oil – 60 000 m3; total I will eat around with accounting of the UGP intermediate reservoir park - 332 000 m3).

At the 2nd stage III of a technological queue (it is realized in October, 2015) for bringing quality of diesel fuel to requirements of "Euro-5" (with sulfur content no more than 10 ppm), ensuring necessary temperature of hardening, with a possibility of release of winter diesel fuel, installation of hydrotreating of diesel fuel was constructed (the licensor of process and a developer of the basic project – the Danish company Haldor Topsoe). For ensuring work of installation of hydrotreating installations on hydrogen production, purifications of gases and production of elementary sulfur are built (with the granulation block).


The first section of installation of hydrotreating of diesel fuel (performance on raw materials: to 3 million tons per year).

Installation on hydrogen production with the block of amine purification of gases (performance of 25 000 tons per year).

The licensor of process and developer of the basic project of installations of hydrotreating of diesel fuel and installation of hydrogen production – the Haldor Topsoe Company.


Installation of production of sulfur with the granulation block (performance: 30 000 tons per year).

Upgrade of the ELOU AT-3 installation as a result of which its capacity is brought to 5 million tons per year. The cumulative installed capacity of conversion of all plant reached 9.0 million tons per year.

The production warehouse SUG intended for shipment of the commodity automobile liquefied gas of the PASES and PBA brands produced on the ELOU AT-3 installation. Performance of warehouse SUG makes 25 000 tons/year, reservoir of storage - 500 m3.

Park of acceptance sending of dark oil products additional traveling development long about 6 kilometers.


At the 3rd stage III of a technological queue increase in depth of oil refining up to 97% by commissioning of the combined installation of the slowed-down coking of tar with the shop of vacuum distillation of fuel oil (the 2nd quarter 2016) will be reached. An exit of diesel fuel as a result will increase up to 50% of the total amount of conversion. The licensor of process and a developer of the basic project – the American company Foster Wheeler. The coke received as a result of coking of tar and which is one of end products which is demanded in metallurgy.


The combined installation of the slowed-down coking of tar with the shop of vacuum distillation of fuel oil consists of the following shops:


The shop of the slowed-down tar coking (productivity on raw materials: 1.3 million tons per year; upon modernization in 2016 productivity will exceed 1.7 million tons per year).

The shop of vacuum distillation of fuel oil (productivity on raw materials: about 3.5 million tons per year.

The licensor of process and the developer of the basic project – Foster Wheeler USA Corporation.

The second section of installation of hydrotreating of diesel fuel (productivity on raw materials: 1.0 million tons per year; total maximum productivity of sections of installation on raw materials: to 4.0mln tons per year).

Processing depth: 97%.

Term of commissioning: the 2nd quarter 2016.


Construction of a new complex of automobile filling oil products (autofilling) on UGP and construction of two 5000 m3 reservoirs everyone for storage of motor petrol.
