In the area the main part of the Russian inventories of oil (64%) and natural gas (91%) is concentrated. However, in spite of the fact that Krasnoyarsk Krai, Krasnoyarsk area is among the largest oil-extracting regions, it was forced to deliver light oil products from other regions of about 1.2 million tons. With respect thereto the construction in the territory of the area of own oil refinery is absolutely logical.


9 November, 2011 permission of city administration Krasnoyarsk Krai, Krasnoyarsk is got for commissioning of the II queue by design capacity of 2.5 million tons per year. In the course of upgrade of the II queue at the end of 2012 its capacity is brought to 3.3 million tons per year that allowed to increase in 2013 cumulative capacity of conversion at the plant to 4.0 million tons.


At the same time with a construction and commissioning of technological queues of Refinery Vostok LLC Purchased and repaired the railway station Krasnoyarsk Krai, Krasnoyarsk near which the site of finished goods (SFG) intended for shipment of light oil products (gasoline, diesel fuel) by railway transport was built.


UGP represents the separate object connected with the main platform of the plant technological pipelines with a general extent about 3.0 km. Land areas constitutes 15 hectares. Two bilateral bulk platforms allowing to make at the same time filling 71 cistern cars (that constitutes a rate of the Russian Railway), with the intermediate reservoir park in amount in 20 000 m3 are placed. Commissioning of UGP increased total capacity of plant on filling oil products to 8 million tons per year (3 million tons basic + 5 million tons of UGP).


In January, 2014 installation on oil refining of ELOU AT-3 was put by capacity of 3.7 million tons per year therefore total capacity of plant reached 7.74 million tons of oil a year into operation. Besides, the most modern five-step treatment facilities of industrial and household drains and additional reservoir parks of crude oil and commodity diesel fuel corresponding to new capacity were constructed. The 1st stage III of a technological queue came to the end with it.
